Léon Victor Mougenot was born in 1874 in Mirecourt as the son of an instrument engraver. His career as a violin maker began with E. Laurent in Brussels, then led him between 1887 and 1894 to his cousin Georges Mougenot, from there to Blanchard in Lyon (1894–96) and later to R. Lombard in Paris (1896–98).
Mougenot eventually worked for the firm Hill in London before setting up his own business in his hometown in 1899, where he went on to train numerous pupils. He worked after the models of the old Italian masters, but also after those of Vuillaume and Lupot. Mougenot died in 1954.
